Circular construction can make a significant contribution to the resilience and competitiveness of Europe. Through public procurement, local authorities can shape demand, influence supply, and promote more integrated, circular approaches across the value chain. But their role goes further: they can bring together value chain actors, foster early collaboration between architects, contractors and manufacturers, and create conditions for knowledge exchange and new ways of working.
The session will showcase success cases of local and regional authorities in the Netherlands and Belgium, highlighting the essential elements for successful implementation and replication – such as supportive governance, hands-on procurement guidance, stakeholder collaboration, and strategies for scaling and long-term sustainability.
